Jack Williams

Dillon in the Supreme Court: the non-diminution obligation in the Windsor Framework

Jack Williams has been described by the legal directories as having “established himself as a particular authority” in UK-EU Relations Law post-Brexit. He acts for the lead respondents (Dillon et al) in Dillon v Secretary of State for Northern Ireland concerning disapplication of the Legacy Act 2023 for non-compliance with the Windsor Framework / Northern Ireland Protocol, and acted in R (Miller) v Secretary of State for Exiting the European Union [2017] UKSC 5 (concerning the UK’s departure from the EU). He is the author of multiple chapters, articles and blog posts on the Withdrawal Agreement and EU-derived law post Brexit.

Cliodhna Kelleher

Citizens’ rights cases before the EU Courts Clíodhna specialises in public and EU law. She has acted in a number of the key domestic cases concerning the interpretation of the citizens’ rights provisions of the WA, including IMA v SSHD (concerning the legality of UKG’s requirement that those with pre-settled status make a second application under the EUSS to obtain settled status), Fertre v Vale of White Horse (entitlement to homelessness assistance for those with pre-settled status only) and R (BHO) v SSHSC (entitlement to free NHS healthcare for late beneficiaries of the WA).

Alastair Holder Ross

Using the EU Charter in domestic citizens’ rights case

Alastair practises across Monckton’s specialisms, including public, competition, EU and human rights law. Before coming to the Bar he worked on EU withdrawal and citizens’ rights issues in the House of Commons. He has previously written about post-Brexit assimilated EU case law here.

Reuben Andrews

Pre-settled status and welfare benefits

Reuben Andrews is a barrister at Monckton Chambers specialising in Public Law and Competition Law. He has a keen interest in Public Law which concerns the provision of welfare benefits, homelessness accommodation, education, and community care.

Charlie Coverman

Preliminary references in citizens’ rights cases After successfully completing pupillage Charlie will join Chambers as a tenant in October 2025. During pupillage, Charlie assisted on a wide range of matters concerning public law and EU withdrawal law, in particular, including advising on the scope of Citizens’ Rights under the EU-UK Withdrawal Agreement in the context of deportation.
